Opening Ceremony of the 17th European Guide and Scout Conference. Opening will take place in front of the Laurenskerk, Rotterdam. We start this activity at 20:00 and finish no later than 22:00 CEST.
To start the day in the right mindset, to get focused, or to open-up, each Conference day will start with a short morning reflection. The Host Team will take us for a walk along the skyline of Rotterdam. Everyday we will focus on one of the elements presented in the Conference logo: the Erasmus bridge (as a symbol of stepping into new adventures), Zadkines statue (the symbol of hope), Euromast (to climb high and look wide) and buzzing harbour (as a symbol of our next destinations).
Joint Opening of the 17th European Scout and Guide Conference. During the session delegates will vote on appointing Joint Conference Chairs, approval of joint Agenda, approval of Joint Rules of Procedure, and approval of Tellers and Recommendations Committee, hear a reporting on joint work from Eline Marie Grøholt, Chairperson of the WAGGGS Europe Committee and Lars Kramm, Chairperson of the European Regional Committee, listen to a presentation of the next 18th European Guide and Scout Conference Bid and Roverway 2024 “North of the Ordinary!” (Norway) Host Team.
First part of the morning session will start from the “Inspiring the Region” moment, during which we will welcome three speakers addressing the Conference and discussing the topic “The Europe we need (and how Scouting can help)”. We will welcome Silja Markklula, President of the European Youth Forum, Pamela Akplogan, Director of Youth, Sport and Citizenship at Organisation Internationale de la Francophonie based in Paris and Ailbhe Finn, Secretary General of the Social Platform based in Brussels.
Second part of the session will be dedicated to the updates from the WOSM world level about Strategy for Scouting, WOSM initiatives within the Scouts for SDGs mobilisation and Safe from Harm.
During the session delegates will vote on the new European Regional Committee 2022-2025.
During the session participants will hear presentations on the upcoming WOSM events: World Scout Jamboree 2023 Korea, World Scout Conference 2024 Egypt, World Scout MOOT 2025 Portugal; Kandersteg International Scout Centre presentation and European Scout Foundation presentation.
During the session the Bronze Wolf Ceremony will take place.
During the session Conference delegates will vote on the 24th European Scout Conference Resolutions.

Contribute to identify institutional, structural and cultural barriers to meaningful youth participation in WOSM’s decision-making processes, as well as opportunities and recommendations to overcome these barriers.

During the session delegations will confirm their attendance during roll call, and subsequently delegates will vote on appointing Conference Chairs and approval of Tellers and Resolutions Committee, hear a reporting on the 2019-2022 Triennium from Lars Kramm, Martin Persson, Elena Sinkevičiūtė, Joaquim Castro de Freitas, Julijana Daskalov, Matthias Gerth - The European Regional Committee and Abir Koubaa, Regional Director of the European Scout Region, hear and vote on the Thankmar Wagner, European Scout Region Treasurer’s report. During the session general updates from the world level will also be shared by Edward Andrew ”Andy” Chapman, Chairperson of the World Scout Committee and Ahmad Alhendawi, WOSM Secretary General.
Two Regional Scout Plan 2022-2025 sessions aim to familiarise the participants with the content and strategic background of the proposed Regional Scout Plan 2022-2025.
The first session will be focused on a general presentation of the Plan, highlighting the drafting process, fundamental points of the plan, the Guiding principles, its Strategic Priorities and Objectives; followed by a round-table discussion and Q&A session during which Delegates will have an opportunity to ask questions.
During the session Conference delegates will vote on the 24th European Scout Conference Resolutions.
Following the plenary session, reporting on the Regional Scout Plan 2019-2022 will continue in several breakouts on the strategic priorities of the Regional Scout Plan - Sustainability, Diversity & Inclusion, Impact of Scouting as well as external relations and other support measures, allowing Conference participants for a more in-depth discussion in smaller groups.
Two Regional Scout Plan 2022-2025 sessions aim to familiarise the participants with the content and strategic background of the proposed Regional Scout Plan 2022-2025.
The second session will be delivered in smaller breakout groups, and will allow delegates to collaboratively contribute to recommendations of potential actions to deliver the plan. Additionally we will explore opportunities for alignment between the Regional Scout Plan and national strategies, and how MOs may be able to assist the Region deliver the plan.

“Leave it to me” : mental empowerment of adolescent & young adults
The Greek Guiding Association workshop will be based on a programme currently running for the Rangers in Greece. It is called ""#leave it to me!"" and concerns the mental empowerment of adolescents and young adults in the post-pandemic era. It aims to reinforce skills like self-confidence, efficient time-management, mindfulness and creative and fulfilling leadership, so that the Rangers can meet the post Covid-19 future with confidence and pride. The programme will end in May 2022 with a national gathering where we will implement and assess the skills obtained by giving back to the community. It runs over a period of five months (Dec.2021-Apr.2022) with activity packs delivered monthly.
Activities include many self-actualisation exercises, plenty of games, smart planning and goal-setting and group discussions and evaluation.

How to involve young people in decision-making processes - the young delegate programme
Couple of years ago, parts of the German speaking region started to search actively for young guides and scouts to represent their MOs at international conferences. Therefore, we implemented the Young Delegate program. Through this program, the young delegates get specific training on various (MO/regional/world related) topics and ahead of the conference additional preparation in order to be an active part of the delegation during the conference.
One benefit that arose since the implementation of the program is the connection and coordination amongst the German speaking MOs, thus the young delegates. Since they get to know the “conference world” together, similar questions and challenges can be answered and solved collectively. On top of that, the young delegates create a network crucial for their work and also for further positions they want to fill.

Taking Responsibility for the Past: Sexual Violence in Scouting and Guiding; Ring deutscher Pfadfinder*innenverbände
Internationally, the handling of sexual violence in organizations such as the church, sport clubs and scouting are an ongoing topic. About five years ago, the Scout and Girl Guiding Associations in Germany initiated a process aiming to define their responsibility for sexual violence within their organization’s past - specifically during times, when there wasn’t a comprehensive prevention program in place. We ask questions like: How did the organizational and cultural framework of scouting enabled sexual violence? And: How can we do justice to Scouts and Guides, who were affected by sexual violence? We would like to introduce you to our reappraisal projects and are looking forward to exchanging information on how the topic is dealt with in other National Scout and Girl Guiding Associations. We believe that an open conversation about mistakes in the past can help to prevent future ones. It also determines how credible we are in our effort to make Scouting and Guiding a save place for children and young people.

"Adopt a beach" project, in partnership with WWF; Soma Hellinon Proskopon
The "Adopt a Beach" project is a new citizen science initiative to record coastal plastic pollution in our country. It is run by WWF and Soma Hellinon Proskopon (Scouts of Greece) participates as a strategic partner. Each scout group adopts a specific beach and is trained by WWF Hellas staff in the process of monitoring and recording litter. The action is periodically repeated 2 to 4 times a year to create time series and the data from the recordings are registered in order to be publicly available to all. The main findings will be reflected in an annual report, which will be sent to public services, municipal authorities and research bodies.

Since the first day of the Russian aggression on Ukraine Scouts were helping out refugees who were looking for a safe place outside of their country. What Scouts did in different countries? What Scouts will be doing in the next months? How we see the role of youth organization in the humanitarian response and as actors to facilitate social integration of children and young people in the hosting communities.

OpenUp: Welcoming foreign guides and scouts living in Sweden to our groups; Scouterna
We want to use the potential that we have through guiding and scouting worldwide, by inviting guides and scouts that have moved to Sweden but not yet found the way into Scouterna to join our groups. This is a way to find new leaders for our groups but also to give these people a new context and open a door to the Swedish culture and society.

European Scout Foundation - how to apply for funds; WOSM (European Scout Foundation)
As a means of raising money, the European Scout Foundation developed the Friends of Scouting in Europe (FOSE). Through this initiative, the ESF is aiming to enable its members to demonstrate their support for the ideals and aspirations of Scouting, by contributing financially to the Movement’s growth in Europe.
During the last triennium, the ESF has reviewed, with the help of WOSM services, the grants approach by reviewing and redefining funding criteria as well as implementing the use of WSB Grants Management system (Fluxx).
During this practical workshop we invite MOs to come and (re)discover the small project funding of ESF.
